There are many aspects of comparison:
Fees:- Being a government college it's obvious REC Sonbhadra has less fees than the both other private colleges. Locality:- Locality of REC is very poor in comparison to bbdnitm and srcem but it's full of natural beauty situated at hills during rainy season weather became so pleasant now it's upto you. Placement:- Rec Sonbhadra has a great achievement in off campus placement in last year you can check on website, atmosphere of coding and placement is touching the peak. No doubt off campus placement can be taken from other two colleges also. Academic:- There is lack of Holds (government professor) in

No dear, You can't change the fee waiver scheme after applying for counselling. But you can go for government and college scholarships. You can get up to 90% scholarship for best academic performance.

AKTU is a private university there is no as such basic cut off that you needed for this, under AKTU there are many colleges depends on in which college you are seeking admission and you can seek admission by counselling and there is no such exam for that , admission can be on the basis of your 12th percentage which is different for every department in some colleges it is 60% in biotechnology department, 68% for microbiology. So, it totally depends on your course and college and there is no need to worry, one can easily seek admission in AKTU

As, per my knowledge you can get a fee waiver seat in AKTU when your JEE ranking is very high or either you are in the economically weaker section (annual income below 2.5 Lacs). Hope your query is resolved.
