Every institute has it's own course specific fee structure. In order to know the exact fee it would be always advisable to browse through the official website of the institute where you wish to apply.
Always remember, you should pursue a stream/course based on two things :
-your career goal
-the type of job you want to do

Yes u have the probability to get admission for spring.
Alliance considers the high scores of mat/cat/xat
In worst case if you dont get high score
The alliance itself conducts there own exam and u can crack it

I can't comment on other institute but can tell you about our's.
PGDM course here in IBA is approved by AICTE ministry of HRD and is also internationally accredited course.
Faculty here is also extremely good and holds at least 8-10 yrs. of experience .
Average package is around 5.75 lakhs (for14-16 Batch).
You can visit our college website for more details about the course. Www.iba.ac.in
Talk to alumni or students of both the colleges, and even try to visit both the campuses and then select the college.
