B.Com is a basic graduation degree. If you are planning to do M.Com or MBA then it will not matter whether you have done your graduation from private or government university. You are recommended to choose best or ranked college for your last degree before job.

Amity is a private university and it's Delhi and Noida campus are placed good. If you have got addmission in Lucknow univ. . In my opinion it's a better choise

Hi Zeeshan,
Look for universities in UAE offering Healthcare Management specialization in MBA. I will also advice you not to keep yourself limited only to UAE as options will be very less. For MBA however you will need work experience and must take GMAT or GRE,keep other options like doing a MS in Healthcare Management as well. Start researching on universities. Hope this helped.
