Yes, you can appear for UPSC because the eligibility criteria for appearing in UPSC exam is graduation from any UCG-approved college and it can be medical or paramedical there is no issue in that.

There are a total of 200 multiple-choice questions (MCQs), out of which 180 questions have to be attempted. The syllabus of the exam consists of Physics Chemistry and Biology subjects.

For Bsc anesthetic technology and operation theatre admission is by both merit and entrance test. Most of the colleges admission is via merit there are only few colleges were admission is based on entrance test. Minimum cut off mark is 185+ . In colleges like AIIMS, CMC Vellore, Chandigarh university ,NIMS university are via entrance test.
