Hello Neha,
I guess, you need to check that with the administration department, whether that course is still on or not. If yes then the procedure is very simple, all you need to do is fill up the admission form and pay a DD worth Rs 500 against the same. Then, you will be asked to write the online examination followed by telephonic interview.

Most of the professional journalism courses can only be pursued after completing 12th standard. There are some institutes which offer Diploma courses after 10th but such courses are not very useful when it comes to finding a job using them!
It is better to complete 12th and then pursue a good (and recognised) journalism course
In India, there are 2 main formats in which journalism courses are available. Bachelors Degree courses
Diploma courses.

You may do a certification in mass communication parallelly while pursuing B.Com or the second option is to do a Master's degree in mass communication. Option one will be more preferred.
