You have a decent cut off marks but I need to know your caste as there are caste based admissions in Anna University and its affiliated colleges.
For knowing the previous year cut off marks refer:

The admissions into Anna University and its affiliated colleges is based on your board exam marks only, as there is no separate entrance exam.
You need to apply for the single window counselling under Anna University at www.annauniv.edu from other state portal.
All the best.

Your percentage is not that good but your aggregate marks in PCM out of 200 only matters for your admission. It is called cut off marks.
So, if your cut off is 195 or above out of 200 then you may get admission .

As per your marks, you have medium or low chances only. As there are very less number of seats for other state students, your score should be really more to get a seat. But, you can try it in the counselling.
The applications for other state students is now open at www.annauniv.edu and the last date is July 12.

Both are reputed engineering colleges in Tamil Nadu as well as in India.
The difference is that, PSG has its own syllabus and administration as it is autonomous while Anna University and its other affiliated colleges follow the same syllabus.
So, I prefer PSG College of technology to Anna University.

The tuition fees will be around Rs.1, 50,000/- per annum and the hostel with mess charges will be around 50000-60000/- per annum. But, if you stay in hostel, then you will be charges an extra 50000/-, as you may use the bus facility for going home in the weekends.
So, in all, if you come under Anna university counselling your total fees will be 2,00,000/- - 2,50,000/- per annum .
