No, it's not possible to get any seat in NIT for CSE with such a low score. The cut-off for this year are around 3000 rank.

You have mentioned that you have got  38400 rank in Andhra Pradesh eamcet and you belongs to bc-d category. With this rank it is difficult to get  in  computer Science engineering . But you can get admission for mechanical,  civil, electronics and computer engineering in the college.

It is unlikely that you will get a free seat in ANUCDE University with a rank of 15,000. The cutoff rank for free seats in ANUCDE University for the general category in 2022 was 10,000. It is unlikely that you will get a seat in SVVU with an Andhra Pradesh EAMCET rank of 11k. The cut-off rank for SVVU is usually much lower than that.
