To apply for M.Sc Applied Psychology, you need to have a Bachelor's degree in Science, Technology, Engineering, Pharmaceutical or Engineering and has secured an aggregate of 55% or equivalent CGPA or candidates who have completed their B.Sc with subjects like maths, physics, chemistry, etc., from a recognised institute (science stream) are also eligible.

Yes, you can do Bachelors in Psychology with Commerce.
DU guidelines:
1. You can apply in DU if you opted for psychology in class 11th and 12th, you have to include it in BFS (best four subjects), else, you will face a deduction of some percentage.
2. You can apply even if you haven't studied psychology in high school but then you will face deduction in BFS.
Other institutes:

You can pursue MA in applied psychology. Delhi University and many other university offers this course. Admission is based on the entrance exam for Post-graduation. So, if you want to pursue post-graduation in the similar course of Graduation, then you must be prepared for that. For more information regarding admission process visit Delhi University website.

Admissions to the undergraduate courses of Delhi University this year will be based on marks obtained in 12th and not on any entrance test. The students will have to apply online. No, there is no entrance exam for BA (Hons) Psychology yet in DU. Any there is no such course in IP University. IP College of Delhi University offer BA (Hons) Psychology. It is full time UG course with the duration of 3 years.
The eligibility Criteria is - 12th passes with 45% (aggregate of one language and three best elective subjects) would be consider as best four subjects.
