Not at all, either you get 99% or 55%, you have to qualify all exam of UPSC, because they search for administrative officer who have officer quality not scientist.

Assam Public Service Commissions (APSC) Combined Competitive Examination eligibility details are as follow:
Nationality :
The Candidate must be an Indian citizen. Age Limit :
Candidate should not be less than 21 years and more than 38 years. The upper age limit is relaxed able by five years for SC/ST candidates I. e. up to 43 years. There will also be the relaxation of upper age limit in respect of Persons with Disability by five years I. e. up to 43 years.
