Yes, you can get the admission. The NATA/ JEE Main Paper-2 scores are enough for admission in B.Arch course. The admissions in Jadavpur University in B.Arch courses are done through the WBJEEB.

Hello,
Yes, there are government and a few private colleges whose fees are affordable. Some good institutes also give scholarship or financial aid to complete this course without any fee. Top institutes with their fee structure:

NATA score is valid for current year counseling. If you are able to fetch a college within that year, then it is good. Otherwise, the score is useless next year. All the best.

The last year closing rank in VNIT Nagpur in Mechanical Engineering was 15643 in General (Neutral) category under home state quota. Hence keeping the last year of trends in consideration you have to score above 98.5 percentile in JEE Main, if belongs to general category.
