The state universities determine this. For instance, Delhi University does not exempt intercollegiate sports certificates from admission trials for sports quota admission. On the other hand, if the organisation is the national association of universities, Jamia will accept a Certificate for collegiate sports. Yes, you can give preference during registration for the Common Seat Allocation System of Delhi University. However, the final allotment will be decided by the admission authorities at Delhi University. The process is simple;
You have to register on the CSAS for admission to DU with your sport category. During the application process, you have to give your preference for courses. Then, as per the availability of seats, the seats will be allocated. Therefore, you can give your preference, but final admission will be done by DU.
