Hi Laxman,
To study Bachelor's degree anywhere in the world, it is very important that you pass 10+2. And yes, of course, the 10th and 10+2 marks matter and they could be the only thing that can matter. But different universities have different requirements. Some universities are more competitive and some are less competitive.
