Dear Dixith,
Yes, it is valid. The NIOS Certificate is just valid like other educational boards like CBSE, ICSE and others. You can surely apply for the Airline Institution after your NIOS studies.

For doing commercial pilot license course, the eligiblity is:
-Candidate must have passed 10+2.
-Physics, chemistry and mathematics as mandatory subjects in 10+2.

Your question is confusing. However, if you want to know about the Assistant Loco Pilot (ALP) Railway. Then following is the eligibility criteria.
Eligibility criteria: Candidates should have passed matriculation and completed course Act Apprenticeship Industrial Training Institute approved by NCVT or SCVT in the respective trade.
Or
Those who have a Diploma in Electrical / Electronics / Mechanical / Automobile Engineering recognised by the AICTE are also eligible for the exam.
Age: 18-30 years (5 years relaxation to reserved categories)
So if you have completed your 10th and ITI in Electrician, Machinist, Automobile, Diesel, Fitter, etc
