You can easily pursue a BA degree from a local college. The gap and division should affect your admission unless you are applying for big colleges or main campuses. It would be better to pursue it from distance too if you don't want to do regular classes. But I wouldn't recommend that since you already have a 10 year gap and you may need some guidance to study.

Yes, you are eligible for BA. You might even get lateral entry admission for the course. Diploma is considered equivalent to class 12th. So, you are good to go.
