Procedure of admission in correspondence B.Com.
Those candidates have completed 12th class in any subject are applicable for B.Com in correspondence.
But you 12th class must be completed minimum 45% marks from a recognised board then you are applicable for doing B.Com by Mumbai University.
The candidates who have completed graduation degree in any stream or engineering degree in any branch are applicable for MBA courses,

Your percentage is very low so it may be difficult to get admission in B.Com in any reputed colleges you have 2 options chose a suburban college or opt for an evening college like Sathe College which had a cut-off of 80 percent, NM more than 90, etc.
Following are options which you have:
Mahatma Night College, Chembur Naka, Mumbai
Dr T.K. Tope College of Arts and Commerce, Parel, Mumbai
Vikas College, Vikhroli
All of above are evening colleges.
Few other options are:
BNN College-Bhiwandi,
Mahadev Chaugule College-Bhiwandi
Gurukul College of Commerce
Khar Education Society College, Khar West

You won't get top colleges like HR, NM, Mithibai, Xavier's, KJ Somaiya, etc. but you may try for Sathaye College, Ruparel and SIES.

There as so many colleges in Mumbai and I think all good as far studies is concerned. See, it is the score you get has importance and not the college. Also, try to get admission in college near to home as it's save lot if time and that can be utilised in studies.

Frankly speaking, you won't make it any top college viz. NM, Jai Hind, HR or Podar, unless you're covered under any quota, which I safely assume you aren't. Rest of the colleges, it really doesn't matter. None of them have concerns about attendance. I suppose you should be indifferent about the college you get into as in my humble opinion, in the end it won't matter much.
