Yes you can for sure have an career in web designing ,they are both short and long term courses offered in designing field . Some very good web designing institutes in New Delhi are TGC India pearl,etc but i would prefer tgc to u its reaaly good

If you are from Mumbai, you may opt M.Com E commerce which is a mixed role of IT and commerce. you may initially work in accounts and finance for 2-3 years and then you may learn SAP FICO, once you complete SAP certification, you may get employment as a SAP consultant whose major role will be implementing and customising SAP for Finance module.
If you have studied mathematics at 10+2 level, you may go for MCA, but that may not help a lot in IT job unless you do it from a very reputed institute,
You can study abroad only if your degree is of 4 years duration. Otherwise, you have to study M.Com from here and you can apply.

Not sure if you're interested in pursuing a course in management, but if you are, I'd suggest a PGDM program from a well-reputed institute. Keep an eye out for course features such as internships, guest lectures, career services etc and I think you should be able to narrow down your options really well. Your choice of college really does depend on your preference and test scores, but I'm from Bangalore and I've heard good reviews about the PGDM program at AIMS. It really is your choice, though. As you write here you looking for fine are or you are a B.Com Graduate so i think you are direct looking for job after your masters but fine is a stream where you got job but only when you have very good skill s .
