It's difficult to say which specific university will ask for 3rd and 4th BE marks instead of overall marks, as different universities and colleges have different admission requirements and criteria. However, it's not uncommon for universities to ask for the marks of the final two years of an undergraduate programme rather than the overall marks. If you have a specific university or programme in mind, I would recommend checking their admission requirements and contacting the admissions office directly to ask about their policies regarding marks and admissions criteria.

It depends on various factors such as the availability of management seats, the reputation of the college, and your academic performance. Management seats are usually offered by private colleges and universities for students who did not qualify for the regular admission process based on merit or entrance exams.

Actually HSC board score is not a cut off for getting a seat in COEP. You have to score only 50% plus in boards in order to qualify for getting a seat in any Engg. college.
The main cutoff for COEP or any Engg. college in Mah. for that matter is PCM Score in CET which is objective exam and with highest possible score of 200.
Physics - 50 questions with 1 mark each
Chemistry - 50 questions with 1 mark each
Maths - 50 questions with 2 marks each
( I assume you already know the pattern of CET but i have explained above, just in case someone is unaware of it )
