Yes, Tamil Nadu Open University offers both B.Ed and B.Ed Spl.Ed. courses in distance mode of education through Department of Education/Special Education and affiliated colleges. The course duration for both programmes is two years. Candiadtes must have passed bachelor's or master's degree in relevant subjects with at least 50% aggregate to be eligible for admission. Further, Candidates with bachelor's in Engineering or Technology with specialisation in Science and Mathematics with a minimum of 55% aggregate can also apply. Sorry in Annamalai University, they will not grant you admission if you have not completed 10+2.
As per NCTE norms, regular teachers working in primary, middle, secondary or higher secondary schools in Tamilnadu, recognized by State / Central government, with a minimum of two years teaching experience are only eligible for admission into Annamalai University Distance Education B.Ed course.

No, it is not. Two medium of languages are always available in every state. So, you can choose English medium to pursue B.Ed.
