It according to your state government. Government University is best than private but it is difficult to study in government University. Usually after completing 12 th go to near pharmacy college affiliated to government University in April, may is usually admission period.

1. PV - There are Diploma courses available, but I doubt their credibility. Secondly, only top IT companies are into PV. Most pharma companies outsource their PV work to these IT companies. If you choose PV as career, there is too much of work for too little salary, and even d growth is slow.
2. MPHARM This is d the safest and most the easiest thing to do after B.Pharma. You get a stipend and lot of free time to develop your other skills. After completion of MPHARM u can go into R&D, QA/QC, Regulatory, Medico-Marketing, FnD, IPD etc. However the growth in any of these job profiles would be slow as compares to the market standards.
