In general, the programs in agriculture and related fields in India cost between 3 to 6 Lacs every year, therefore a conservative estimate of the overall BSc (Hons) programme of three years would be 9 to 18 lakhs.

The ranks seems difficult for seats in B.Sc Agriculture at Bihar Agricultural University. A total of 415 seats are available for courses offered by BCECE institutions that are not directly related to agriculture, such as biotechnology, horticulture, pediatric medicine, or fisheries, and 225 seats are available for bachelor's degree programs in agriculture. Still you can apply in counselling and hope for the best.
