The basic eligibility is that the candidate must have passed 10+2 from a recognized board. So, if you have to clear your 10+2 from a recognized board, you are eligible to apply for the exam.

Yes, you are eligible for B.Sc in computer science after Diploma in electronics & telecommunication. You might not be eligible for lateral entry in B.SC but you can surely join from 1st year.
