Yes, you can do so. Since 2013, UGC has approved two degrees simultaneously, one preferably a distance education and other regular one. In your case, B.Sc from SOL and D.Ed are allowed and both will be a valid degree in same time frame.

Apart from DU, colleges for B.Sc are Jamia Millia Islamia, Jamia Hamdard, and IP University. For a regular course in these colleges, one have to pay around 7-8 thousand per annum. IGNOU provide distance education and is equally valid degree that will charge around INR 4-5 thousand per annum.
