The GRE and TOEFL must be taken. Also, you must check if a 3-year B.Sc will be accepted or not, in the latter case a WES evaluation will be required.

A number of factors have to considered and prioritized when you make this decision. Studying abroad is a wonderful opportunity to gain international experience and exposure to various platforms in terms of culture, jobs, opportunities etc. However you need to enroll into a well known university for better prospects after you complete your studies. Studying abroad is also expensive. Research more on the admission requirements, budget, post study work options. If you have a competitive profile well suited for IIT you need not think beyond, an IITian is globally accepted. For anything below IIT you can consider a top ranked US univ

It will depend on your profile, budget and the country. it is a good practice to complete your B.Sc here with very good grades and then enroll into a MS program abroad. Many universities requires or allow students to complete their Ph.D after MS. The final decision will be yours. If you have can maintain your academics and finance you can go anytime you want. Also, check that the university you apply to is a reputed one. Check with the university about student visa extensions and career assistance they would be providing. Speak with your family and well-versed professors too.
