Yes, you can apply. But for a top ranked university like University of British Columbia or University of Toronto, admissions will be very competitive. GRE might be required. IELTS or TOEFL will also be required. Other factors you must check if its taught or research based. Also prior knowledge in Computer Science will also be seen.
