You can appear for GATE and try to get into M.Tech course(after completing M.Sc.) in IISC-Bangalore or IIST-Trivandrum or any college known for M.Tech in aerospace. You can also apply for ISRO exam conducted every year.

Yes, you can apply. But for a top ranked university like University of British Columbia or University of Toronto, admissions will be very competitive. GRE might be required. IELTS or TOEFL will also be required. Other factors you must check if its taught or research based. Also prior knowledge in Computer Science will also be seen. But for a mathematics student options are always open. Entry requirements will differ accordingly. Check university websites for entry criteria and contact them before applying.
