Dear Vishal! Your class 10th CGPA Matters when you will choose the stream in class 11th. Rest it's all depends on your class 12th marks for B.Tech admission. I am sorry brother but there is no such provision of getting an admission directly in the 3rd year of any course. But you can take admission in the 2nd year i.e. known as lateral entry, provided that you have completed your Diploma in the same branch and have the qualifying marks depending upon the colleges. If you feel you have enough potential and scores to get into the government institutes then wait patiently for the counselling. If you have a doubt then you can get admission in a private college allocated first. Decide and secure a seat in a private college then participate in the counselling process for government colleges and if you get one leave the private college seat.
But be careful, choose a college that will refund your payments once you opt to switch to a government college.

Interesting question. I did my M Tech in Satcom and remote sensing from IIT, Kharagpur in 1983 - but not sure whether they offer it as a B Tech course! Shiksha search reveals two colleges - one in Dehradun and the other in Kolkata.
