Yes, you can apply. As maths is not required for this course.
Eligibility Of the Bachelor of Technology [B.Tech] (Bioinformatics) The minimum eligibility for the course is that a candidate must have had Physics, Chemistry and Biology as their subjects in class XII and must have scored a minimum of 50% aggregate.

Your cut-off is not enough in TNAU for B.Tech in Bioinformatics. You need to score above 190.

Entirely depends on which type of training, you are referring to
You can opt for short term 6 months or 1 year training courses for various computer languages but to enroll in a proper university or a college it will not be possible.

B.Tech in Bio-informatics has a good research related opportunities in foreign universities. This field much more deals with statistics, maths, computer programs and of course biology. This field is of versatile nature and requires one to have multiple skill sets. As foreign universities focus more on research than Bio-Informatics is a good option to choose.

Both are quite different, but both have good scope in India and abroad. It depends more on preference than the course itself. If you have better knowledge in your field you will obviously make your career.

There is no difference between BE and B.Tech, some colleges offer BE and some offers B.Tech. There is the difference of only names BE and B.Tech. (course is same).
