Yes, you can get admission to B.Tech Biotechnology without Maths. I had the same case as you. I had PCB as my subjects in 12th. I tried 4 times for NEET but failed to get college. Then I took direct admission in Manipal University, Jaipur. They offer B.Tech biotechnology for students who don't have Maths.

Yes, you can pursue a BSc or a B.Tech in Biotechnology without Biology in Class 12. If you had PCM (Physics, Chemistry, and Mathematics) in Class 12 and not Biology, you can still opt for Biotechnology in the UG program.
