Yes, DCTM college is good for B.Tech CSE.Good, affordable college for engineering, suitable for middle-class students.The lowest package was 5LPA and the highest package was around 27 LPA. Average package is 7-8 LPA. TCS and Infosys are top recruiting companies.

Yes if you are holding a freeship card with yourself then all the universities of gujarat will accept it but only tuition fee is paid by government other fees like hostel will not be paid by it
