Greetings Divya, I doubt very strongly that at your rank you will find any college. However, you may consider taking direct admission or appear in some other engineering entrance exams. And if nothing works for you simply you can take direct admission based on your boards percentage.

There is no much difference between CSE and ISE. There are only two differences
1. Name of both courses are different,
2. Few subjects in later semesters are different. The placements are also same.

Always don't worry about the fees, and there is no such thing as good or bad, since you have not mention where you are from, I request you to search for colleges which provide concessions and scholarships, Then apply for them and you could literally study for free if you performed well.

Sorry dear with this rank I don't think you will get any B.TECH college with CSE unless until you belong to the ST and SC's class. Try to improve your percentile and rank in next JEE Mains exam to clear top IIT's and NIT's college of India. There are some college that take admission with 12 marks score you can SEE that option too. Coming back to your college fee structure under 10 Lacs I think Jadavpur University and many more government funded college came under the 10lakhs fee structure work hard to get in it.
The top computer science engineering colleges having fee below 10 lacs:
1. Manipal Institute of Technology, Manipal
2. SRM Inst

It is beneficial to expose students to advanced technical and analytical abilities, leadership, project management, and team management through the MBA after engineering programme. Students are better prepared to assist firms in finding innovative technological solutions to challenging business problems thanks to project-based courses and practical learning experiences. They are exposed to a wide range of topics, including enterprise applications support and organisational assistance for risk management. There is no comparison of any IITs with the, DTU, IP, shiv nadar as iits are the best government engineering colleges in India. All the colleges have a good Infrastructure, best teachers, good hostels and very good placement. So you can apply for any of the college. Admission in IIT Guwahati in CSE depends on your JEE Advanced rank while Dtu takes admission on the basis of JEE Mains rank. So your rank and marks in JEE Advanced and JEE Main will decide which college you will be able to get. If your JEE Advanced rank is sufficient to get admission in IIT than you should take admission there but if your rank is not enough than you should
