While there are plenty of colleges out there, I would suggest you go for Thapar Institute in Patiala. This year, it has introduced new admission criteria. Mode 1 70% seats on the basis of JEE (Main)-2019/NEET-2019 rankings
Mode 2 30% seats on the basis of 10+2 PCM/PCB scores

Yes, you can get BTech thorough Lateral Entry in CSE. Many colleges do offer lateral Entry and many colleges don't. Just research into which college you would like to go and get admitted and accordingly fill out their form. Some also conduct entrance exam and some colleges take direct admission. These are nearly same in terms of syllabus the only difference which you can see in job profile. CS engineers are mostly found in coding jobs whether it is front end or back end and IT engineers are found in data management sector.
