In my opinion, I would like to say that Chitkara University, Rajpura has an upper hand over Baddi campus. Though, academic and placement wise both stand equal, but more co-curricular facilities are availed in Rajpura campus. Many different courses are present in Rajpura campus, so meeting people of different streams add up to your personality. Technical labs here are pretty advance as per Baddi's.

ICT is and CS in B.Tech are not the same. Basically, ICT is the study of electronics & communication technology in addition with major subjects of computer Science. Whereas Computer Science Engineering will include only its core courses. ICT has both CS & electronics subjects. Hope it helps!
