In my opinion, Jaypee is a more reputed engineering university compared to UPTU (AKGEC is affiliated to it). The pedagogy at Jaypee would be better as the faculty is more experienced and it is one of the older colleges of NCR. The placement of CSE at JIIT is close to 100% whereas the same cannot be said about AKGEC.
In terms of intellectual capital also, JIIT supercedes AKGEC as the entrance test is AIEEE.
So, keeping the above points in mind, my advice would be to opt for Jaypee

Yes, you can do B.Tech in Computer Science after completing Diploma in Mechanical Engineering if you have a decent grade in your Diploma studies.

If you are a passionate coder. Go for CSE but if you love to solve circuit problems then ECE will be better as in this field, you can apply for your dream job at DRDO.

Georgia Institute of Technology is by far the best. Also, see Carnegie Mellon University, George Mason University, Monash Edith Cowan, University of Warwick, EPITA France, etc.
