Students who have not qualified in the entrance exams (not achieved the cut-off rank) are not allowed to attend the counselling process for admission. However, if after the counselling process, some seats are left vacant, then some students are allowed to participate in the counselling process to fill up those seats. This is as per the sole discretion of the college management and isn't mandatory.

Dropping one year for studying is a great idea but one needs to concentrate only on studies during this period. It's very tough. However, the alternative that you are thinking is actually a better idea. Go with that.
