It's better to do BCA from a reputed college. Every reputed college offer better placement opportunities.
Below average college never offer you a good Placement. So go with BCA.

Muzzamil, you will be able to do that as first year syllabus for all engineering streams is same and after first year the syllabus changes and branch specific course start. So, you can take lateral entry in B.Tech 2nd year on basis of your diploma.
Some institutes give admission on basis of LEET exam and some give admission on basis of your marks in diploma.
Some institutes also offer scholarships on basis of your marks in previous qualification.
Check the websites of some institutes for more details.

You may not able to get admission in best engineering college in CSE in NCR with current performance . You are advised to reappear again and score well to get admission in best engineering college.

B.Tech CSE with specialisation will restrict your options of further studies and type of job you will get after graduation. I will recommend B.Tech CSE over B.Tech CSE with specialisation as you will be able to chose your own destiny after gaining CS knowledge and judging your interests areas and abilities. Further it advised that you may do your specialisation in M.Tech or MS.

MCA or Master of Computer Application is a general Master's degree course related with computer application.It simultaneously deals with software and hardware functions and implementations.
On the other hand, a B.Tech in Computer Science and Engineering is a technical Bachelor's degree course, which is also related with software and hardware.
But the difference in these two is that an MCA student knows the theory part of software and hardware more than a B.Tech student and a B.Tech student knows the technical implementation of things better.
More or less,goals of both are same and job prospects also are equal for both.
