It is not mandatory to have computer as subject in 11 & 12th for doing BTech CSE. But I will advice you to learn at least C++ programming before you join BTech CS, this skill will come quite handy to you.

IT in SRM vs CSE or petroleum in UPES
If you can go for upes because it's a good college for petroleum and cse it's has good infrastructure and good placement and the beauty of dehradoon but it's expensive as compared to srm and IT has less placement then CSE so go for cse in upes

BTech IT will have more subjects on Hardware in comparison to BTech CS. As you want to make career in Hardware you may chose BTech IT or B Tech CS.
