B.Tech will be more technical in nature whereas B.Sc will be more scientific. You will get exposure to practical use of the subjects in B.Tech.

BTech EEE is a better option in comparison to BSc unless you want to become a scientist or teacher by doing B.Sc M.Sc and PhD.

Yes, one can opt for branch change in second year based on his/her score in first year but in the same college only. First year is common for all branches, transfer to another branch is not a problem. You can change the branch in any college but also check the college norms.
