Yes, since you will have a Bachelor's degree in Engineering you will be able to apply for IFS examination. A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st July, 2011, I. e. he must have been born not earlier than 2nd July, 1981 and not later than 1st July, 1990

B.Tech/B.E through distance/ open learning are not valid as per AICTE guidelines. Hence never be pursue. Please do AMIE or B.Tech lateral for up gradation of qualification.

First selection should be of a good college which is of repute so that it can give the best academic excellence in the form of best faculty who are there to help you. Added to this, well-equipped labs and library. Exposure of the students to the world market and a wide platform for the student to deal with the world level activities is a must. After your diploma in CSE, you are eligible for entry in B.Tech in the second year as lateral entry.
First, choose a college with care. First selection should be of a good college which is of repute so that it can give the best academic excellence in the form of best faculty who are there to help you. You are eligible for admission as a lateral entry for B.Tech.
Your syllabus will be mapped and then decided.
You can check for the benefits of good education and the admission procedure from the web sites of some good universities like SRM, NALSAR and LPU. Check for the academic excellence offered.
LPU web site will tell you the details of your admission procedure after checking your papers.
You can log in to the web site and find the details of admission as well as scholarships suitable for you.

Yes, the scholarship at JKLU can be availed on the basis of your marks in class 12th, the kind of ranking that you have got in JEE exam and if not JEE exam then the engineering entrance exam conducted by JK Lakshmipat University. You will be given a scholarship on the basis of need and merit. So, you should definitely apply for JKLU if you are looking for universities which help their students financially.

Yes, you can be eligible for following Colleges for B.Tech admission.
1. SRM University (Ramapuram, Vadapalani, Ghaziabad (NCR) and Sonepat campuses)
2. Manipal University (Manipal Institute of Technology), Manipal.
