Yes, you are definitely eligible to pursue MS from US after completing B.Tech through lateral entry. The only thing that then matters is the B.Tech score and the eligible exams which are mandatory for the university you are applying for.

Ideally, you are. Work experience is an advantage. However keeping aside the work experience you must have very good academic grades and demonstrate research interests, publication etc and clear intent of study. Some knowledge of German language is preferable. You must also take the IELTS.
