There is no procedure for taking direct admission in any government college in India. But, there are various private colleges which provides you the facility to do so with some extra fee and additional counselling procedures. But, if you want to take admission in any government college, you have to take part in some of the exams.

Unless you want to go by brand name of IIT, NSIT is a better option for BTech CSE in comparison to IIT Dhanbad.
