Hello there,
I was going through the same question after getting my WBJEE '16 result and at last, I think I have taken the perfect decision. There are few parameters by which you can compare between KGEC and JGEC:
1. Opening & Closing rank
If you go through some research in the web you will see that KGEC has lower or crores (up to 4k) comparable to JGEC (crores was more than 5k) in the past years. KGEC comes just after JU under WBJEE.
2. Streams
JGEC has a extra stream I. e CIVIL, which KGEC does't. So if u want to study CIVIL only then JGEC is your only choice but if you are looking for others you have both the colleges.
