With a rank of 1128 in IPU CET B.Tech, you have a good chance of getting admission in some of the top colleges offering B.Tech in Biotechnology in IP University. However, the availability of seats and the cutoff ranks may vary from year to year and also depend on the category you belong to (such as General/SC/ST/OBC/EWS). Here are some of the colleges that you can consider for B.Tech in Biotechnology based on your rank:
Maharaja Agrasen Institute of Technology (MAIT)
Maharaja Surajmal Institute of Technology (MSIT)
Bhagwan Parshuram Institute of Technology (BPIT)
Amity School of Engineering and Technology (ASET)
Guru Tegh Bahadur Institute

Category 1 is 6000 to 7000
Category 2 or 3 or 4 is 28000 to 32000
As categories increase your fees also increases so be wary of the same and as your rank is not under this Category and so you are unable to get CSE in Vellore.

Hello PS Prasad, I am afraid that you are ranking is not commensurate for getting admission in any of the NITs or GFTI. How ever if your state is using JEE Mains as the entrance examination for admissions to engineering colleges then you do have good chances of getting admission. You could have downloaded college predictor of Shiksha design for JEE Mains and utilise it for predicting which college and branch you could get with your ranking. Best wishes to you.

The answer vary as the definition of good college depends on you, I know some who are repeating even after getting 4k rank in JEE Advanced. Let's make a list of good options ( in my opinion)
Creamy layer (CSE, ECE, electrical, mechanical)
NIT Trichy
NIT Warangal
NIT Surathkal
Better NITs ( CSE, ECE, electrical)
NIT Allahabad ( chemical is also famous branch of Allahabad because of its location near chemical industries of Uttar Pradesh)
NIT Rourkela
NIT Jaipur
NIT Calicut
NIT Nagpur
Other good NITs ( only CSE and ECE)
NIT Bhopal
NIT Surat
NIT Jamshedpur ( mechanical is a good option because of location)
NIT kurukshetra, Jalandhar, durgapur, Hamirpur,
...more
