Dear nandagopan. if you want to pursue MBA in US you have to take exam GMAT toefl etc. US universities mostly they give admission based on experience. but in India. CAT/MAT exams allows you to go directly MBA without experience even. therefore. choose accordingly come with best institute that would fetch something in your career.

Yes definitely one can prepare for Civil services after graduating with B.Tech in Computer Science.
