Generally Central universities have better infrastructure and faculty in comparison to State Universities and colleges. You have not specified name of colleges and universities therefore, it will be difficult to provide specific advice.

Yes, JSS Academy of technical education is one of the top private colleges under UPTU. Placement is good as it is around 3 LPA. Crowd is mixed type. Overall, it's a good place to do B.Tech.

Agriculture engineering is the field that offers bright career prospects and opportunity especially in our country.
Some of the higher study options for the B.Tech graduates in agriculture are: M.Tech in Agricultural engineering, M.Tech in farm machinery and power engineering, M.Tech in renewable energy, M.Tech in crop production, M.Sc in rural technology, PhD in agri-informatics and PhD in rural technology.
There are also good jobs being offered to B.Tech graduates in Dairy technology and other disciplines of agricultural engineering.

I think top pharma and biotechnology companies in India have a good scope as pharma and biotech companies are growing rapidly in India, but the challenge is many companies recruit B.Sc chemist and B.Pharm/M.Pharm graduates.
