Hi Akash,
First login into 'daad.org' and know about the universities and their requirements. You can apply through 'university assist.in'. After applying to the universities you, when you fulfill their requirements you will get an admission letter. Requirements like ILETS, language and score at your graduation level.

Yes, you can apply, though you will need a very good academic profile. A very good IELTS score and German language proficiency is also required.

Hi, TU Berlin is among the most selective and hard to get universities in the world. The benchmark is really high, 90% marks and above is required. The preferred range is 80% marks to 90% marks and more.
