I would suggest you opt for the MSIT as this is the best college in all the colleges that you have mentioned above and also in this college, you will get more exposure than any other college as because of it's location.

No, you cannot do B.Tech through distance learning because according to Supreme Court of India you cannot do technical courses through correspondence or distance learning.

It will be very hard for you to get these colleges plus CS or IT branch in these for outside Delhi students as these are the colleges where even Delhi students have to struggle very hard to get these branch but you can try your best to get these colleges.
