You can avail 85% quota of two states in NEET for sure. As far as I know, different states have different definitions of a domicile. For example- In Bihar, Domicile means being a permanent resident of Bihar (I.e. having your own home in Bihar). On the other hand, if you've done your 11th and 12th from a recognised school in Delhi, you would be considered a domiciled candidate of Delhi as well. So, in such a condition as mentioned above in the example, a student will be able to avail the 85% quota seats for both the states (Delhi and Bihar).

To get admission into any good college for MBA in India, you have to give one or the entrance exams(whose score is accepted by that college), clear all the necessary cutoffs and perform well in the interview rounds(if shortlisted for it). P.S. There are no good colleges for pursuing MBA in Patna.

The eligibility conditions for BE/B.Tech are:
(i) Indian students -Based on AIR in JEE-Mains through CSAB (Central Seat Allocation Board) / JoSAA (Joint Seat Allocation Authority).
(ii) NRI/PIO/ SFFS Based on marks obtained by the candidates in Class 12 / equivalent qualifying examination

Pumba is a better option than IIM Bodh Gaya as it is more established, better ranked and offers good placements than the IIM. Also the ROI is not an issue for Pumba.
