Yes, candidates who want to take admission at NOU, state doesn't matter, if you have good marks you apply for the course. Apart from this, the minimum eligibility should be match as per course requirement. However, for PhD admission, the candidate need to have PG degree in concerned subjects with 55% aggregate + eligibility test. For more details, students can check the official website.
