It's not possible to get admission in any of the B.Tech programmes without attempting VITEEE. You can take admission in other UG programmes.

Yes, you can get a seat in one of the colleges of DU. For B.Sc Biomedical your marks in physics, chemistry and biology would be considered only and not best 4.
