US and Canada will be good, Germany is into academics, so if your GPA isn't great chances are less. But, give a try. US universities are more into holistic approach, they don't have importance to just one parameter so looks better for you. Also your SAT score is good. Just check with the universities for double UG programs or double major requirements.

You can take M.Sc after your B.Sc.

It is all up to your own interest, because you are capable of doing your own degree level. So, take up a course in which you are more capable to do and do well. All the best.
