First of all all I would suggest please give an another try for CA don't loose hope. I know many people who was failed 7 times but at last they won.
Also, I suggest take a proper tuition for CA.
In regards to PGDM - Yes, you can join PGDM but choose a right stream.

No,those were just course fees.For hostel the approximate expense for 2 years is around Rs 3 lakhs.
